My html and css are not linking ( i have searched everything and i cant solve this)

I recently started learning HTML and CSS. I've been trying to link my css for hours. I've searched more than 10 forums but nothing seems to be solving my issue. Do I need to revert to an older version of Rails just to run a single legacy app (among other problems)?

I have an older Rails app that I need to run. But I have the latest version of Rails.When I try to run this older app it says: Missing the Rails 1.99.0 gem. Is there a way to add a section of the main nav in the sidebar?

I know basic sql commands, and this is my first time working with stored procedures. In the stored procedure I am looking at, there are several temporary tables.The procedure, is triggerred every morning, which then pulls a specific ID and then loops through each ID to grab certain parameters. My question is: are temporary tables used in stored procedures so that when the procedure goes off the variables will be instantly passed into the parameters and loop, and then the temporary tables will be cleared, thus restarting the process for the next loop? How would I apply an href to the ENTIRE svg?

I've got a page where I build a bunch of pie charts. On each one, I want to add an href to another location on the page. Currently my code works, but it only applies the href to the individual pieces of the pie chart, as well as the text. So for example, if you click on a ring of the pie chart, it will work like it should, but if you click on the space between the rings, it will not.
